American Mediates Ukraine Discussions in Abu Dhabi as White House Pushes for Settlement
High-level negotiations including US, Russian, and Kyiv delegates are underway in the United Arab Emirates this week, marking the most recent phase in attempts to forge a peace agreement to conclude the protracted hostilities in the region.
Key Representatives and Opening Talks
American military official Dan Driscoll reportedly conferred with a Russian team on Monday night, with dialog continuing into the following day.
“Negotiations are advancing smoothly with continued optimism. He is working in tight alignment with Washington as discussions unfold,” a spokesman commented.
The Ukrainian military intelligence chief, Kyrylo Budanov, was scheduled to join in the discussions, though it remained unclear whether face-to-face talks with Russian delegates would occur or if distinct one-on-one sessions would be conducted.
Identity of the Moscow team was not immediately clear. “We cannot provide details. Our position is to monitor press coverage,” a Kremlin spokesperson informed state media.
Context and Revised Peace Plan
The current meetings come after prior negotiations in Switzerland where American and Kyiv officials revised a preliminary American plan for ending the war.
Russia has so far not accepted the latest version of the proposal and is not expected to accept many of the Ukrainian amendments.
Russia’s top diplomat, the Russian diplomat, stated that any revised agreement must embody the “spirit and letter” of what was discussed during previous high-level meetings between both countries.
International Responses and Concerns
European officials are apparently struggling to remain involved in the negotiations as American officials take the lead.
The Finnish leader, a European figure, who has emerged as a key contact between Washington and EU officials, commented that the immediate future would be crucial in attempts to reach a resolution.
He reportedly spoke with Volodymyr Zelenskyy and the alliance officials, stating that “Ukraine’s destiny must be determined by Ukrainians, and while European security matters are for Europe to resolve.”
At the same time, the France’s president, the French official, warned against a peace deal that would represent a “surrender” for the nation.
“What was put on the table gives us an idea of what would be acceptable for the Russians. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? The answer is no,” he declared.
Details of the Original American Proposal
American proposal was originally composed of numerous clauses and was drawn from dialog between American and Russian officials, with contributions from Kyiv security authorities.
Major elements of the plan reportedly included:

Zelenskyy reportedly that the country was facing one of the most difficult moments in its existence and was being compelled to decide between “losing our dignity or losing a key ally.”
Later, the US official briefed alliance representatives on the plan in the capital, with one attendee labeling it as “a disastrous gathering” and stating that European officials were shocked by both the substance and tone of the presentation.
Washington later moderated its stance, indicating that the 28-point plan was an “starting position for talks” rather than a definitive ultimatum.
Security Developments During Talks
While diplomatic talks proceed, Moscow has maintained its nightly strikes on Ukrainian cities.
Moscow’s forces allegedly launched dozens of projectiles and many of unmanned aircraft at targets in and around Kyiv, according to Ukrainian reports.
The Ukrainian president stressed that the Kremlin must not feel it could prevail in the conflict while negotiations were underway.
“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Measures against Russia need to produce tangible effects,” he stated.
The capital’s leader confirmed that seven people had been killed in the overnight attack on the capital.
